With both commercial and legal experience, and focusing on clients in the technology and digital economy sector, Steven delivers expert guidance on technology contracts, outsourcing, cyber risk preparedness, data incident response, privacy and data protection.

He also has legal experience in telecommunications wholesale and retail arrangements, carrier licensing, cloud services, software development agreements, acting for buyers and suppliers in complex ICT procurements, and intellectual property licensing and commercialisation.

Steven holds a Bachelor of Business Administration (Honours) and Juris Doctor (with Distinction), and the Project Management Professional credential.

He is a member of the Queensland Law Society's Cybersecurity Working Group, and a strategic advisor to the board of the Project Management Institute (PMI) Queensland Australia Chapter.

Experience

Data breach incident response

Assisting organisations to successfully respond to actual or suspected cyber incidents, end-to-end from identification to post incident review, including initial assessment, response strategy, data or document reviews, assessing threshold risk of serious harm, notification to the relevant regulators and affected individuals, and communicating with trust to media and other key stakeholders.

Privacy preparedness

Assisting private sector and community organisations to prepare data risk assessments, privacy compliance documentation, advising clients on compliance issues, privacy law reform, offshore data disclosure protocols, and privacy access requests and complaints.

Cyber risk preparedness

Collaborating with cyber security consultancy Redwood Security, jointly delivered cyber preparedness and planning services to a core Queensland Government department. The work involved reviewing and providing feedback on the client’s cyber incident and ransomware response plans and playbooks, and delivering a preparation workshop to the client’s in-house cyber security and legal teams.

Software and services supplier

Advising the client's multiple business units in Australia and New Zealand on an ongoing retainer for IT commercial projects, intellectual property ownership and licensing, and privacy compliance. This work included: negotiating multi-year contracts or extensions for supplying hardware, software-as-a-service and implementation services for fleet and asset management solutions, employee timesheet management and integration services with government agencies, transport authorities and operators.

Critical care technology

Assisting the client’s business teams to prepare for, and provide, legal support during time-sensitive negotiations with a State government customer ahead of best-and-final-offer and next-and-final-offer stages of tender process. This included managing escalations and risk presentations for obtaining internal approval of negotiated legal departures.

Forensic register technology provider

Advising a technology supplier in successful negotiations for a complex multi-year cloud software and managed services agreement with State government lead agency for replacing multiple front-line systems used by two operational agencies.
